Розробка плану дій для підтримки та розвитку аграрного сектору національної економіки

Abstract

У представленій науковій праці досліджено нинішній стан аграрного сектору економіки України та вплив державних програм підтримки на діяльність аграрних підприємств. Проаналізовано вжиті державою заходи задля покращення їх стану. Виявлено основні проблеми, з якими стикаються аграрії та досліджено їх вплив на рівень експорту, розмір доходів Державного бюджету України у вигляді податкових надходжень та рентабельність операційної діяльності аграрних підприємств. Представлено проект Плану відновлення України, розробленого Урядом та обґрунтовано важливість розробки плану дій для відбудови аграрного сектору, однієї з основних ВВП-формуючих ланок економіки України. Виявлено основні цілі та завдання Плану відновлення України з точки зору аграрного сектору. Запропоновано додаткові дії для скорішої відбудови аграрного сектору у післявоєнний період.

The presented scientific work investigates the current state of the agrarian sector of the Ukrainian economy and the impact of state support programs on the activities and financial state of agricultural enterprises. The author thinks that the agriculture sector of the national economy is one of the main sectors which provides the food security of the country and replenishes the State Budget. So it is important to analyse the activity of this sector to investigate the main problems and propose additional actions for reconstruction and development of this sphere. The measures taken by the state to improve the condition of the sector are analysed and the author determined the main problems faced by the agricultural sector of the national economy. As well as the author investigated the impact of measures on the level of exports, the number of revenues of the State Budget of Ukraine in the form of tax revenues and the profitability of operational activities of agricultural enterprises. The analysis of this data shows that middle and big agricultural enterprises did not receive the profit in 2022, but the level of export was raised, and the amount of tax revenues in December 2022 achieved the level of the beginning of 2022. It means the positive impact of state support programs on the national economy. The author analysed the draft Plan for the reconstruction of Ukraine developed by the Government and substantiated the importance of developing an action plan for the restoration of the agricultural sector, one of the main GDP-forming links of the Ukrainian economy. The main goals and objectives of the Reconstruction Plan of Ukraine from the point of view of the agricultural sector are identified. According to the draft Plan for the reconstruction of Ukraine, the main purposes are economic transformation of the agricultural sector and a development of agrarian infrastructure, which consist of exact tasks that will help to achieve main purposes. Additional actions are proposed for the early restoration of the agricultural sector in the post-war period, which can be used by the Government to complete the Plan for Reconstruction of Ukraine.
