Ключові аспекти модернізації менеджменту в інститутах публічного управління

Abstract

У статті визначено ключові аспекти модернізації менеджменту в інститутах публічного управління в умовах нестабільності. Констатовано, що менеджмент у системі публічного управління спрямований на формування ефективних заходів, методів, технологій та інструментів щодо організації, планування, мотивації та контролю діяльності органів публічної влади з урахуванням динамічних змін та нестійкого зовнішнього середовища. Акцентовано на необхідності використання цифрових та комунікаційних технологій в органах публічної влади, що передбачає проведення наскрізної діджиталізації управлінських та організаційних процесів, розвиток цифрових навичок та компетентностей публічних службовців, цифровізацію взаємодії органів публічної влади з населенням, громадськими організаціями та бізнесом. Обґрунтовано доцільність формування загальнолюдських, гуманних, європейських цінностей, втілення парадигми "служіння людям", розвиток корпоративної культури та прийняття змін у публічних службовців. Зроблено висновок, що модернізація менеджменту в інститутах публічного управління в умовах нестабільності – це тривалий і відповідальний процес, результатом якого має стати формування ціннісного, політичного, мотиваційного й інноваційного базису та підвищення ефективності системи органів публічного управління загалом.

The article identifies the key aspects of management modernization in institutions of public administration in conditions of instability. Modern geopolitical and macroeconomic turbulent processes have a significant impact on the public administration system, which requires increasing its efficiency and modernizing management in order to ensure the vitality of the state and create prerequisites for further social development. Modernization as a way of achieving social changes in the organization involves its renewal taking into account transformational processes, instability and instability of the external and internal environment. The purpose of the article is to substantiate the key aspects of management modernization in institutions of public administration in conditions of instability. It was established that management in the public administration system is aimed at the formation of effective measures, methods, technologies and tools for the organization, planning, motivation and control of the activities of public authorities, taking into account dynamic changes and an unstable external environment. Emphasis is placed on the need to use digital and communication technologies in public authorities, which involves the end-to-end digitization of management and organizational processes, the development of digital skills and competencies of public servants, the digitization of the interaction of public authorities with the population, public organizations and business. The expediency of the formation of universal, humane, European values, the implementation of the "service to people" paradigm, the development of corporate culture and the adoption of changes in public servants are substantiated. Also, in the conditions of martial law, in order to form the capacity of public administration, the task of ensuring public life should be solved. It was concluded that the modernization of management in institutions of public administration in conditions of instability is a long and responsible process, the result of which should be the formation of a value, political, motivational and innovative basis and increase the efficiency of the system of public administration bodies in general.
