Стратегічне планування розвитку територій

Abstract

У статті зазначено, що територіальний розвиток є інструментом забезпечення ефективного та сталого соціально-економічного розвитку країни загалом. В цих умовах доволі актуальним є вивчення різних поглядів щодо організації та здійснення стратегічного планування розвитку територій, метою якого є закласти основу для успіху в майбутньому, одночасно відповідаючи на виклики сьогодення. Стратегічне планування є важливою вимогою для досягнення стійких конкурентних переваг розвитку територій. Визначено основні переваги стратегічного планування територій, наведено стислу характеристику основних етапів розробки стратегічного плану розвитку території та зазначені основні очікувані результати по кожному з виокремлених етапів. Зокрема зазначено, що для забезпечення спільної відповідальності за виконувані дії в процесі реалізації стратегічного плану, необхідно детально вказати компетенції та відповідальність кожного члена команди за виконання окремих завдань. Розроблені рекомендації щодо застосування інструментарію стратегічного планування в процесі розробки стратегічного плану розвитку території.

The article states that territorial development is a tool for ensuring effective and sustainable socio-economic development of the country as a whole. Therefore, Ukraine, like other countries, is actively developing and implementing a strategic approach to sustainable territorial development planning. In these circumstances, it is quite important to study different views on the organization and implementation of strategic planning of territorial development, which aims to lay the foundation for future success, while responding to today's challenges. It is determined that strategic planning is an important requirement for achieving sustainable competitive advantages of territorial development. The main advantages of strategic planning of territories are, in particular, the following: raises awareness of the external and internal environment and clearly defines competitive advantages; strengthens the persistence of civil servants in achieving their goals; identifies realistic strategies for achieving goals; improves communication between civil servants of different levels and functional responsibilities; instills accountability for the management of state structures; increases the efficiency of state structures performance, etc. A brief description of the main stages of development of the strategic plan for the development of the territory is given and the main expected results for each of the selected stages are indicated. In particular, it is noted that to ensure joint responsibility for the actions taken in the process of implementing the strategic plan, it is necessary to specify in detail the competencies and responsibilities of each team member for the implementation of individual tasks. Recommendations for the use of planning tools in the process of developing a strategic plan for the development of the territory are given. To obtain the best results in the process of the implementation of the selected stages, it is proposed to use the following methods: strategic review or audit, goal tree method, matrix of strength / stakeholder interest, identification of key competencies, PESTLE analysis, SWOT analysis, ABC analysis, scenario method, various types of financial and operational audits, monitoring and analysis of key sectors of the business environment, including regulators, industries, markets, competitors, technology, demography, economics, etc.
