Сучасний стан електронного забезпечення сфери здійснення державних закупівель

Abstract

В статті розглянуті сучасний стан електронного забезпечення сфери здійснення державних закупівель. Досліджені тенденції реформування нормативно-правових та організаційно-економічних механізмів. Дана оцінка державній концепції розвитку сфери бюджетних закупівель.

В статье рассмотрены современное состояние электронного обеспечения сферы осуществления государственных закупок. Исследованы тенденции реформирования нормативно-правовых и организационно-экономических механизмов. Данная оценка государственной концепции развития сферы бюджетных закупок.

After the split of the USSR, Ukraine's economy is gradually transformed from a command to a market-bourgeois - mixed economy. With the move Ukraine from planned to market economy the role of government in the remaining significant. Such an economy called a mixed economy. Mixed economy - the type of contemporary socio-economic system, consisting in developed Western countries and some developing countries in the transition to post-industrial society. A mixed economy is a diverse character; its foundation is the private property that interacts with state ownership because in Ukraine reforming the economic system is slow. The problem of improving state economic management and regulation of markets is one of the fundamental economic science. At this stage, it is particularly relevant in relation to system-wide crisis and the emergence of gaps is in managing the economy. It is therefore important to approval by the Cabinet of Ministers of Ukraine August 1st 2013. Strategies of public financial management system in which as part of public financial management allocates the public procurement system. The purpose of this component statesmen see in the future creation of a single public procurement system structured on the principles of transparency, openness, non-discrimination and competition, the operation of which will provide efficient and effective use of public funds and to meet the public demand for high quality goods and services. Public procurement plays the role of an effective tool to perform basic tasks of public procurement while maintaining the principles of fair competition among participants, maximum economy and efficiency, openness and transparency at all stages of procurement discrimination participants, objective and impartial evaluation of tender proposals, preventing acts of corruption and abuse. Analyzed legislation author concluded that the institution of public procurement requires more advanced methods, as is the actors leverage on the process of competition. Laws of Ukraine "On Information", " On National Informatization Program", "On electronic documents and electronic document", "On electronic digital signature", "On Fundamentals of Information Society in Ukraine in 2007-2015" to create a system of electronic trading.
