Регулююча роль держави у відновленні національної економіки

Abstract

У статті розглянуто концептуальні положення державного регулювання процесів відновлення економіки та мінімізації негативних впливів на національне господарство. Проаналізовано позитивні та негативні сторони практичної реалізації ліберальної та кейнсіанської доктрини державного регулювання економіки в історичній ретроспективі. В сучасних умовах запропоновано впровадження моделі державного регулювання, що грунтується на імперативах активної регулюючої ролі держави в економічних процесах. Це передбачає "розумне" поєднання ринкового механізму та механізму державного регулювання із застосуванням широкого спектру протекціоністських методів й інструментів. Зроблено висновок, що державна політика України має бути спрямована на розробку і впровадження механізмів відновлення виробництв, збереження та створення нових робочих місць, пов'язаних з відбудовою народного господарства, в інфраструктурних галузях, будівництві, промисловості та надання економічних стимулів до повернення економічно активного населення до України.

The article examines the conceptual provisions of state regulation of economic recovery processes and minimization of negative impacts on the national economy. The purpose of the article is to define the conceptual provisions regarding the regulation of the role of the state in the restoration of the national economy. The positive and negative aspects of the practical implementation of the liberal and Keynesian doctrine of state regulation of the economy in historical retrospect are analyzed. It was established that because of the war in Ukraine, a catastrophic drop in GDP by 45.1 percent is expected in 2022. Therefore, the state policy should quickly eliminate negative factors and threats. In modern conditions, the introduction of a model of state regulation based on the imperatives of an active regulatory role of the state in economic processes is proposed. This involves a smart combination of the market mechanism and the mechanism of state regulation with the use of a wide range of protectionist methods and tools. The regulatory influence of the state should be aimed at restoring the real sector of the economy, regulating inflation, optimizing budget expenditures, regulating the debt burden on the economy and the budget deficit, stimulating innovation, intensifying investment activities, stimulating employment, and fighting poverty. In critical conditions, it is important to ensure a safe and stable banking system, the effective redistribution of capital in the national economy. It is necessary to use the tools of active social, industry, monetary, budgetary, tax, investment, innovation, employment policy comprehensively, taking into account the possibility of their multidirectional influence and achieving a synergistic effect. We concluded that that the state policy of Ukraine should be aimed at the development and implementation of mechanisms for restoring production, preserving, and creating new jobs related to the reconstruction of the national economy, in infrastructure sectors, construction, industry and providing economic incentives for the labor force reimmigration.
