Методичний підхід до оцінювання інноваційної здатності закладів вищої освіти

Abstract

У статті досліджено сутність категорії "інноваційна здатність", здійснено систематизацію методів та науково-методичних підходів до оцінювання інноваційного потенціалу суб’єктів господарювання та визначено, що їх не можна вважати універсальним та повною мірою можливим для використання задля оцінювання інноваційної здатності на рівні закладів вищої освіти. Здійснено оцінювання інноваційної здатності закладів вищої освіти за допомогою удосконаленого методичного підходу, який може бути використаний в їх практичній діяльності й стати джерелом інформації для розроблення вишами стратегій управління інноваційною здатністю та інноваційним розвитком загалом у відповідності з їх стратегічними цілями та завданнями, що у перспективі сприятиме забезпеченню висхідного тренду економічного зростання держави й переходу її та регіонів від воєнного стану до сталого розвитку.

The article examines the essence of the category "innovative capacity", which is considered predominantly at the level of enterprises as a characteristic of the concept of "innovative potential", systematizes methods and scientific-methodical approaches to the assessment of innovative potential of economic subjects and determines that they cannot be considered universal and fully possible for the use of assessment of innovative ability at the level of higher education institutions. A cluster analysis was conducted based on the data of the Consolidated rating of higher education institutions of Ukraine in 2021 using the k-means method and the Euclidean distance method, the results of which are the basis for the development and adoption of further management decisions at the level of higher education institutions. An evaluation of the innovative ability of higher education institution was carried out using an improved methodical approach (in its essence, it is the instrumental basis of the model of such an assessment) with binary use as reference points of factor analysis by the method of principal components, a linear combination of group indicators with weighting coefficients and individual elements scientific-methodical approach, which involves the implementation of a comprehensive analysis of innovative resources and their catalysts with the formation of an appropriate system of indicators in accordance with the strategic tasks of higher educational institutions and in accordance with the scale for determining the levels of innovative ability determined using the golden ratio method. The above generally gave grounds for the conclusion that the improved methodical approach can be used in the practical activities of higher education institutions and become a source of information for their development of strategies for managing innovative ability and innovative development in general in accordance with their strategic goals and objectives, which in the long term will contribute to ensuring the upward trend of the economic growth of the state and the transition of it and the regions from the state of war to sustainable development.
